Meet Our Leaders
Haddis Tewolde is the President of All-Terra Engineering, Inc., where he oversees the firm’s Geotechnical Engineering and Construction Materials Testing (CMT) operations. With over 30 years of experience, Mr. Tewolde brings deep technical knowledge and strategic insight to a broad range of geotechnical and materials testing projects.
In addition to his technical responsibilities, Mr. Tewolde leads the company’s financial management, corporate vision, and strategic growth initiatives. His leadership has been instrumental in positioning All-Terra as a trusted provider of engineering services across the Greater Houston Area.
Mr. Tewolde began his career in 1994 as a field technician while pursuing a degree in Civil Engineering from the University of Houston. Through hard work and dedication, he earned his degree and went on to become a licensed Professional Engineer in the State of Texas. He also holds certification from the National Institute for Certification in Engineering Technologies (NICET).
He remains actively involved in the professional engineering community. Mr. Tewolde serves on the Board of Directors of the Texas Council of Engineering Laboratories (TCEL), Houston Chapter. and is an engaged member of both the National Institute for Certification in Engineering Technologies (NICET) and the American Council of Engineering Companies: (ACEC).
Bonifacio Musngi leads the Geotechnical Engineering Department at All-Terra Engineering, Inc., bringing more than 36 years of experience in geotechnical, materials, and structural engineering. A licensed Professional Engineer in the State of Texas, Mr. Musngi has a distinguished record of managing and executing complex engineering projects across the state.
His expertise spans geotechnical investigations for a wide range of infrastructure and facility types, including roadways, underground utilities, water and wastewater treatment plants, educational institutions, sports complexes, and commercial, municipal, and industrial developments. He has successfully managed numerous medium- to large-scale projects involving toll roads, thoroughfares, collector streets, and residential roads.
Mr. Musngi is highly experienced in developing detailed geotechnical reports that provide essential data, design parameters, and construction recommendations. His work supports the design and construction of pavements, bridges, detention ponds, and associated underground utilities throughout the Texas Gulf Coast region, including Fort Bend, Harris, Brazoria, Montgomery, Galveston, and Titus counties.
He earned his Bachelor of Science in Civil Engineering from the University of the Philippines and continues to be a trusted technical leader within the All-Terra team.
Odigwe Mokogwu serves as the Project Manager for Construction Materials Testing on our public-sector projects. Mr. Mokogwu has over 26 years of engineering experience and manages our Special Services Division. His responsibilities of managing engineering projects includes identifying project phases and elements, assigning personnel to phases and elements, maintaining project schedules by monitoring project progress, budgets and coordinating activities. He provides checks and balances to ensure that project tasks are in total compliance with all requirements and guidelines for safety, quality control and assurance procedures.
Mr. Mokogwu earned his bachelor’s degree in Civil Engineering from the University of New Orleans in 1988. He then earned a master’s degree in degree in the Civil Engineering from the University of New Orleans in 1991. He is a registered professional engineer in Texas and Louisiana.
